Health Cabinet Secretary Aden Duale has called on county governments to urgently address the imbalance between technical and non-technical staff in health facilities, warning that the mismatch is undermining service delivery.

Speaking at the Serena Hotel during the launch of the Kenya Quality of Care Health Facility Assessment Reports and the Reproductive, Maternal, Newborn, Child, Adolescent, and Nutrition Health (RMNCAH+N) Investment Case, Duale said the newly released assessments exposed a worrying skew in staffing patterns across counties.

“We urge counties to correct this imbalance and ensure an optimal mix of health professionals for efficient and quality service delivery to all Kenyans,” he said.

The reports, produced jointly by the Ministry of Health, county governments, development partners, and faith-based organizations, offer a detailed snapshot of Kenya’s healthcare readiness, workforce distribution, and quality of care, and sets a vision for health outcome

Duale emphasized that rebalancing the workforce is critical to realizing the constitutional right to health under Article 43 and achieving the government’s Universal Health Coverage (UHC) goals.

He added that the findings will guide policy under the Bottom-Up Economic Transformation Agenda (BETA) and shape the Quality of Healthcare and Patient Safety Bill, currently before the Senate.

Implementing the report’s recommendations could reduce patient waiting times, improve maternal and child health outcomes, and accelerate Kenya’s progress toward equitable healthcare for all.
